Help shape emerging proposals for a new neighbourhood of beautifully crafted new homes and extensive high-quality public open spaces in Kirby Muxloe, Leicestershire.

Award-winning homebuilders, Barratt Redrow and David Wilson Homes, are preparing a full planning application for a new landscape-led development of high-quality, energy-efficient homes and landscaped open spaces at Blood’s Hill to the east of Kirby Muxloe.

The proposed development would include: 

  • Circa 365 high-quality new family and affordable homes in a range of styles and tenures
  • 25% would be provided as affordable housing, in a mix expected to include shared ownership homes that would appeal to first time buyers
  • Around two-thirds of the development will be premium homes built by the company’s award-winning Redrow brand, with heritage designs inspired by the arts and crafts movement
  • A smaller proportion of the development will be high-quality family homes, thoughtfully designed and crafted by the company’s five-star rated brand, David Wilson Homes
  • A significant number of bungalows, providing opportunities for local people seeking to downsize
  • A landscape-led design approach to respect the settling of Kirby Muxloe Castle and Kirby Fields Conservation Area
  • A significant proportion of the site retained as open space, including:
    • Extensive landscaped public open spaces
    • Green corridors
    • Biodiversity areas
    • Formal and informal play areas for children and young people
    • The retention of existing mature trees and the majority of hedgerows, with additional new planting significantly increasing tree cover across the site and deliver biodiversity net gain of at least 10%
  • The proposed development has been designed to be served by a bus route, providing public transport connections locally and to the wider area
  • A significant package of infrastructure investment and funding to support local services, such as healthcare and education

Community consultation

Barratt Redrow and David Wilson Homes have appointed a team of professional consultants to prepare a full planning application for a landscape-led development at Blood’s Hill.

As part of this process, this website has been created for members of the community to view the emerging plans and to provide feedback. We would like to hear the priorities and aspirations of local people and prospective residents to help shape the emerging plans.

Consultation drop-in exhibition

Alongside our online consultation, we will also be presenting the information from this website at a consultation drop-in event. This will provide an opportunity for members of the community, including those who have limited access to the internet, to view the proposals, speak to members of the project team, and provide feedback.

Timeline

Ongoing technical work

Summer/autumn 2025

The project team is carrying out ongoing technical work to inform the emerging proposals, including an Environmental Impact Assessment (EIA) Screening Request which was issued to the local planning authority to help inform the scope of technical work. 

Pre-application community consultation

Early autumn 2025

Consultation with the community, providing an opportunity for local people, prospective new homeowners and local representatives to help shape the emerging plans.

Full planning application submitted

Winter 2025

A full planning application for the proposed neighbourhood will be submitted to Blaby District Council. This website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them.

Statutory consultation

Winter 2025/2026

Blaby District Council will carry out Statutory Consultation on the submitted outline plans, seeking feedback from statutory bodies such as the local parish council, the local NHS Integrated Care Board, Historic England, National Highways, the Environment Agency, and local education authorities, as well as members of the public.

Planning application determined

In line with Blaby District Council timescales

Blaby District Council will make a decision on whether to grant planning permission.
